Since the PS3 implements Cell BB, Sony should consider making PS3 capable of forming up a cluster system with more than one PS3 console, in order to archive better performance on new games.

One of the whole ideas of consoles as gaming/development platforms is that everyone has the same resources (unlike PCs where everyone has different amounts of memory, different processors, different graphics cards, etc).
Since it’s extra effort to program to take advantage of extra resources, I don’t see why any developer would bother—especially considering that they’d still need to ensure that that the default scenario (1 PS3) performs very well (since that’s what the overwhelming majority of gamers will have).

i’ve post the same idea (“Multiple PS3 experience, Grid gaming, PS3 as CELL”). and there are extended discussion on all these there.

If it’s done in the wrong way you’re right, nobody will have the same resources so it won’t work!
BUT, if it’s done in a smart way, it will increase the capacity of games without preventing to play with a single PS3.
For example GranTurismo 5, has been demoed with extra PS3 (4 in total) in order to produce:
-2160P (4 FULL HD TV stuck together)
-240Hz framerate (1 TV):

you can admit that this doesn’t change the gameplay at all, it only improve quality for those who desire. Especially the framerate, for each PS3 you add you improve it!
When some games have some lag, and hardly reach 30fps, if adding an extra PS3 could push them to 60fps i will be happy!
Especially today, tons of games are too slow, and they still sell them… and we still buy and play them!
I don’t think there are many extra effort from the game devs, this improvement has to be done in the system, and build into the developers tools. Devs only decide if they want to use it or not.

Only if game developers gave an option in the game to switch to a mode like this it would be awesome. Also the monitor would have to be equally as awesome which would be an expensive ordeal. From the 1970′to today, game consoles have increased in capability tremendously and consoles will probably get that good in the near future. By then it won’t matter what console specs are because everything will be so realistic.
