they already do that , just buy the premium avatar you want and if they have one for skyrim then you can use it on your profile

it’s actually not possible to allow users to create custom avatars or use avatars based on all games characters – not only because of legal issues , copyrights , licencing etc. and the possibility that users will post nude pics as avatars and underage users would see them ( Sony would be sued and fined if that happened )
but if the company that crated the game and owns the license to use its characters as an avatar wants you to use a particular avatar they can make this avatar available on psn or in some cases when you play a game that avatar loads onto your account ( look on your ps3 for any new ones you have gotten that you may have missed , even some demos will give you a special avatar but mainly its certain games such as pixeljunk shooter , dragon age etc. )

That wouldn’t be a bad idea. I got a few avatars i would want to upload that are anime games which isn’t on PSN store. I don’t see why Sony would get sued for people uploading anime avatars etc. i mean look at YouTube, facebook and the internet almost 98% of the internet uses copyright images as avatars.
