Longer Share video captures

Youtubers have trouble getting longer videos because 15 minute videos have to be spliced together at this moment and the only other option is to stream and save which lowers quality

maybe not so much longer capture time but longer SHAREfactory splicing time… it too is only at 20 minutes and thats not enough… maybe some of us want to do 30 minute tutorials, or 1 hour walkthrus or speedruns… if we can do at least an hour worth of video with in SHAREfactory im sure most people would be quite happy, even with having to splice 15 minute segments together.

SHAREfactory should also let us choose what output to export to, from SD, 480, to even 4k

The clip capture limit is dictated by the method of capture. The PS4 uses the onboard RAM of a custom chip to circular-record gameplay, only dumping its contents to HDD upon request. This prevents HDD trashing or other undesirable side-effects.
To increase capture time without Sony upgrading that chip, all you can hope for is a video quality option. Lower providing more time.
